I don't know "what guy" you mean to be honest.
Anyway, it was @coinjoe who suggested, through a comment in this post, that he thought it was somewhat of a free for all on channel in the States. I don't live there, and never will, so have no clue, just reacted to what someone who does live there had said. I wasn't about to waste my time googling it.
As far as I know, channel 9 is the only reserved frequency stateside. There is also marine band radio, which also has no US license requirement, but I know even less about the regulations there.
Yeah as long as you stay off the emergency channel no one seems to enforce much of anything. Not sure anyone follows the regs.
I imagine few follow the rules.
