Two beer lids, compressed gun powder in the middle, hole in the top, sparkler as an ignition. Duck tape it (alot)
Just be careful, sometimes they go Boom if the hole at the top gets blocked and not enough pressure is being released. They can also take flight.
I'd say that would be a quite irresponsible thing to do and certainly not something I'd want to be involved with. As a shooter I have nothing but respect for gun powder and only use it for its intended purpose.
