I think military and law enforcement might have slightly bigger budgets and be bulk buying a little bit more than you? XD
Are hunting rounds harder?
And at a wild guess there would be a lot more handgun ammo to make?

Hunting rounds are easier...Not precision loading and generally close enough is good enough. At the range hunting happens at it's not as critical to have the consistency and precision I seek with long-range. And yes, loads more hand gun rounds are required. I have thousands, and never let the stocks dip below a certain amount.
