One thing that bothered me was that I had to reroll like 10 quests because I got the plant/harvest Jack-o-Lantern ones. You should consider removing event specific items from quests.
Unrelated to the event: I got plenty of quests to plant/harvest seeds that are unavailable in the current season, so the only thing you can do is to reroll them. Is that a bug?
