It's too bad for Flins that Ineffa preceded him and already showed us what Lunar-Charged can do. It's not bad. But then you had Lauma and her Lunar Hyperblooms so what's really the point of this guy besides looking like a Sasuke type of character?
Dori isn't the best either. She's pretty much the Kaveh for this banner. Sucrose then is the Shinobu as her Anemo AoE is really good but there are better Anemo characters. Yelan though is good. She's the Nahida of the banner. If you didn't go for Lauma or Nahida last time, she's a good option as well. Her skill can pull enemies together to take greater damage especially if you're using Lunar-Charged which bounces between nearby enemies. Yelan's Burst though is her selling point because after you use it you just spam attack and you'll apply tons of Hydro so anything that works with Hydro will be triggered really often.
Aino therefore isn't quite there but we got a free one anyway. And so Flins. He does Lunar-Charged just like Ineffa had in v5.8. This is a slightly better Electro-Charged reaction but Electro-Charged wasn't really that good anyway and you can already do Electro-Charged with Lauma while getting the Lunar Hyperblooms because you'll need an Electro and Hydro character anyway. All in all unless you really like how Flins look or if you wanted Yelan, this banner is an easy skip.
