This will happen with the launch of Chaos legion. There'll be a new, Modern format, with only Untamed, CL and Dice playable (also newer rewards cards), then there'll be the Wild (names are tenative) format, where all cards are playable.
Should help with balancing. Every time a new set is released, Modern will shift to the new set and the previous one.
It's not a great look for a newcomer to arrive and get beaten by a team worth $5000. He'll assume it's impossibly difficult/pay to win, and leave.
Hard to communicate that the pricing is based in scarcity, not utility.

Thanks. And I hope the names (at least Modern) is tentative. While Modern is actually quite descriptive, I'm sure I'm not the only one who has played M:tG and thinks "Modern. Large card library. Got it." vs. "Standard. Recent sets. Got it." And to be fair, it's M:tG whose naming conventions suck.
This is my first foray into TCGs, so I'm picking up a lot of this stuff second hand from OG gamers. That can be an advantage I guess. Less confusion.
