had this issue on many older games: starting was fun, but once you came over it, the game mechanics were too bad. always thought that they ran out of time (budget) and somehow wanted to complete it...

In this case, though, they certainly had budget as they keep making DLCs for the game. It just feels like they never got around to fix the actual issue.
