Hoy voy a hacer un artículo un poco diferente de los acostumbrados. Vengo a comentar una noticia de hace unos pocos días que atañe principalmente a los Venezolanos, así que si eres un emprendedor de otro país tal vez quieras dejar de leer en este momento, o tal vez te llame la atención lo que pasa en Venezuela, en cuyo caso eres bienvenido.
Bueno para los que no se han enterado, el gobierno Venezolano ha decretado 2 años de excepción para los emprendedores en los pagos parafiscales, incluyendo la constitución de la persona jurídica, los impuestos y otros pagos como los relacionados a la seguridad social. Veamos esto:

Al parecer la noticia es verdadera, el presidente en un acto en La Guaira dijo que firmó un decreto mediante el cual
“se exime a los más de los 575 mil emprendedores registrados legalmente ante el Registro Nacional de Emprendimientos (RNE) del pago por trámites de inscripción con entidades de trabajo y otros permisos”
y también
“Eximirlos ampliamente de la permisología y de los pagos para que los emprendimientos tengan el camino libre””

Los artículos de prensa no dicen mucho más. Ninguno menciana el alcance del decreto, así que me dispuse a investigar un poco más.

Aquí también se menciona la excepción de “trámites y permisología” pero no dice cuales…
Gaceta Oficial
Finalmente di con este artículo que mencionaba una gaceta oficial. La gaceta No “o. 42.575 de fecha 23 de febrero de 2023, fue publicado el Decreto No. 4.783, mediante el cual se instruye a las autoridades del Instituto Venezolano de los Seguros Sociales (IVSS), Instituto Nacional de Capacitación y Educación Socialista (INCES), Fondo de Ahorro Obligatorio para la Vivienda (FAOV) y al Ministerio del Proceso Social de Trabajo (MPPT), a implementar mecanismos para afianzar el desarrollo productivo de los nuevos emprendimientos.”
Fui un poco más allá y ubiqué la gaceta:

Y bueno esto fue todo lo que pude ubicar de fuentes que pudiéramos considerar fidedignas…
Se puede concluir que se han exonerado los parafiscales relacionados a la seguridad social.
Adicionalmente, para esta exoneración el emprendedore debe estar registrado en el Registro Nacional de Emprendimiento (RNE). En este artículo (de un periódico de Perú, por cierto) podemos ver cómo es este proceso a través del sistema Patria, y también podemos saber la información que solicita el gobierno. A saber:
¿Qué preguntas se debe responder en la encuesta?
Antes de completar el formulario de preguntas en la plataforma Patria, debes tener a la mano la siguiente información para evitar cualquier inconveniente durante el procedimiento.
• ¿Tienes algún emprendimiento productivo?
• Nombre del emprendimiento.
• RIF del propietario.
• Teléfonos de contacto.
• Estado.
• Municipio.
• Parroquia.
• ¿Cuánto tiempo lleva el emprendimiento?
• Estado del emprendimiento (activo o inactivo).
• Número de trabajadores.
• Actividad económica.
• ¿El emprendimiento está bancarizado?
• ¿Qué forma de pago electrónico utiliza?
• ¿El emprendimiento cuenta con un lugar físico?
• ¿De qué forma brinda el servicio?
• Principales obstáculos del emprendimiento.
¿Qué datos y documentos te solicitan en el formulario de inscripción?
• Nombres y apellidos completos.
• Nombre del emprendimiento.
• Cédula de identidad.
• Correo electrónico.
• Teléfono principal y celular.
• Estado y municipio.
• Precisar si eres o no cliente del BDV.
• Coloca un resumen breve sobre tu emprendimiento.
• Indica si se encuentra activo y tus redes sociales.
• Promedio de ventas mensuales.
• Certificado de registro de EmprenderJuntos.
• Medios de pago disponibles: biopago, punto de venta, etc.
Intenté ver si había alguna excepción de impuesto o de registro y no conseguí nada. Le pregunté a una amiga abogada y me comentó que efectivamente habían exonerado el registro de las empresas de emprendimiento y el pago de algunos impuestos. Pero no he podido verificar la información.
Así que hasta ahora la exoneración es de los parafiscales relacionados a la seguridad social, a cambio de un escrutinio exhaustivo de tu emprendimiento.
No lo se Rick… Parece falso…
El mayor gasto relacionado con el gobierno de cualquier empresa es el pago de impuestos. Los cuales los administra la tesorería nacional. Por qué no eximir esto en vez de eximir los gastos destinados a la ayuda social???
Adicionalmente les comento que en algún momento el gobierno nacional hizo un fondo llamado Fondo Bicentenario orientado a financiar proyectos de inversión. Yo llevé un proyecto para una fábrica de guantes con puntos de PVC y no solo nunca me llamaron, sino que a los 2 años el gobierno montó una fábrica igual en los Valles del Tuy, con lo que me hace sospechar que mi proyecto fue plagiado (pero no tengo pruebas).
Así que no… no se los compro… A mi parecer esto puede ser dos cosas: un censo de emprendimientos buscando el control (cómo siempre) y segundo algún mecanismo para que las personas cercanas al gobierno saquen un beneficio que todavía no identifico bien (algún beneficio mayor a dejar de pagar el Seguro Social).
Financiamiento
Los artículos también mencionan financiamiento. Pero tampoco dan mayor detalle. Pero yo fui al BNC. Efectivamente están dando financiamiento de hasta $ 10.000 para los emprendedores, y los requisitos son sumamente fáciles. Lo más complicado es tener la cuenta en ese banco. Me llamó mucho la atención que no te pidan registro de empresa ni nada, pues el financiamiento es a título personal. En vez de eso te piden tu pg de Instagram donde constaten que tu emprendimiento está vivo (un método bastante poco ortodox). Y no hacen la super investigación exhaustiva que hace el gobierno.

Today I'm going to make an article a little different from the usual ones. I come to comment on a news story from a few days ago that mainly concerns Venezuelans, so if you are an entrepreneur from another country you may want to stop reading at this time, or maybe you are struck by what happens in Venezuela, in which case you are welcome.

Apparently the news is true, the president at an event in La Guaira said he signed a decree by which

Press articles don't say much more. None mentions the scope of the decree, so I set out to investigate a little more.

It can be concluded that parafiscal agents related to social security have been exonerated.
Additionally, for this exemption the entrepreneur must be registered in the National Registry of Entrepreneurship (RNE). In this article (from a newspaper in Peru, by the way) we can see what this process is like through the Patria system, and we can also know the information requested by the government. Namely:
What questions should be answered in the survey?
Before completing the question form on the Patria platform, you should have the following information at hand to avoid any inconvenience during the procedure.
• Do you have any productive ventures?
• Name of the enterprise.
• RIF of the owner.
• Contact telephone numbers.
• Status.
• Municipality.
• Parish.
• How long does the venture take?
• Status of the enterprise (active or inactive).
• Number of workers.
• Economic activity.
• Is entrepreneurship banked?
• What form of electronic payment do you use?
• Does the enterprise have a physical place?
• How do you provide the service?
• Main obstacles to entrepreneurship.
What data and documents are requested in the registration form?
• Full names and surnames.
• Name of the enterprise.
• Identity card.
• Email.
• Main and cell phone.
• State and municipality.
• Specify whether or not you are a BDV customer.
• Place a brief summary of your venture.
• Indicate if it is active and your social networks.
• Average monthly sales.
• Certificate of registration of EmprenderJuntos.
• Available means of payment: biopayment, point of sale, etc.
I tried to see if there were any tax or registration exemptions and got nothing. I asked a lawyer friend of mine and she told me that they had effectively exempted the registration of entrepreneurship companies and the payment of some taxes. But I haven't been able to verify the information.
So, so far the exemption is from parafiscal related to social security, in exchange for exhaustive scrutiny of your venture.
I don't know Rick... It seems fake...
The biggest government-related expense of any business is paying taxes. Which are administered by the national treasury. Why not exempt this instead of exempting welfare expenditure???
Additionally, I tell you that at some point the national government made a fund called the Bicentennial Fund aimed at financing investment projects. I took a project for a glove factory with PVC dots and not only did they never call me, but after 2 years the government set up a similar factory in the Valles del Tuy, which makes me suspect that my project was plagiarized (but I have no proof).
So no... I don't buy it... In my opinion this can be two things: a census of enterprises seeking control (as always) and second some mechanism for people close to the government to get a benefit that I still do not identify well (some benefit greater than stop paying Social Security).
Financing
The articles also mention funding. But they don't give more detail either. But I went to the BNC. They are effectively giving financing of up to $ 10,000 for entrepreneurs, and the requirements are extremely easy. The most complicated thing is to have the account in that bank. It caught my attention that they do not ask you for company registration or anything, because the financing is personal. Instead they ask for your Instagram pg where they verify that your venture is alive (a rather unorthodox method). And they don't do the super thorough investigation that the government does.

Hola @ibrahimc información más actualizada imposible. Efectivamente, leí la noticia, pero no le di credibilidad, tú hiciste la tarea completa y al final hay una información que puede ser verificable al tiempo que deja dudas, solo el transcurrir de los días nos dirá hasta donde abarca la medida.
Sin embargo, como bien señalas, dar toda la información de nuestros emprendimientos, pues siempre creará suspicacias, sobre todo porque no sabes los cambios que en cuanto a administración pública pueda haber. Así que seguiremos atentos.

@ibrahimc saludos mi estimado, cuando se habla de gobierno ( a mi parecer) es como perder el tiempo ya que muuuuchas cosas que dicen son "potes de humo" una cosa es la que dicen y otra es la realidad que se vive. También me enteré de estas "medidas" pero que bá la corrupción abunda en todo esto.
Lo mejor que podemos hacer nosotros los emprendedores es buscar soluciones propias y nunca pero nunca depender de ningún sistema, el mejor sistema es el que nosotros mismos podamos crear; una idea que nos permita ( que aunque alla crisis) llevar a cabo nuestro emprendimiento y más si nuestra idea nos permita crear puestos de trabajos para ayudar a nuestro país a salir adelante. Somos nosotros los emprendedores quien creamos sistemas y no dependemos de ningún sistema, claro, utilizamos el sistema implantado a nuestro favor pero no para estar bajo el sinó para buscar la manera de tener éxito sin que el sistema nos arrope.
