The leases normally prevent it from legally happening but some people do it anyway. Some people have landlords that are OK with it, but they want a cut of the action on the side, which is understandable. I think the landlords themselves are breaking the law as well by doing this since they are meant to report to the government who is staying in their units and are not allowed to have multiple leases for the same unit at the same time.
Ah, okay. That doesn't surprise me that the landlord would want a cut. I totally get where they are coming from.
