Unfortunately people will abuse this opportunity because it costs nothing to dump and is convenient compared to a controlled run dump that will charge them for their waste. The big problem is the fees a business pays at a commercial dump site.

I presume that was part of it. It would have been nice if the police had at least made an inquiry into who was doing it. It would have been easy to find a place to start because there are only 5 or 6 smaller construction sites nearby. The larger ones on the beach have standards and wouldn't have done this.
