I would rather be settled paying the bribes because they are wasting tons of cash flying around every 3 months. There must be a market for condos with reduced rent as that would be a decent business opportunity filling them for short periods to those wanting a deal.

I do pay the bribes and use an agent because it is so difficult to navigate the laws of a country that is corrupt and has laws that are always changing. As long as the authorities don't get too greedy, I am willing to pay for the convenience of staying put.
Some of these folks go in and out because they want to though, not because they have to.
