Also, if they do clean up drives, the politicians can get more photos and publicity by helping. And yes, I agree it is more useful than those slabs of corroded metal. Especially if the clean up is done regularly. That would be pretty nice. Money well spent.

people clean up the streets on a regular basis but the waste management is so poor that it is right back there by the middle of the same day.
