When I lived in Oaxaca Mexico for a while this used to drive me nuts. Every rainy season, everyone knew what was coming but no one did anything to prepare. It was always like a major catastrophe that 'no one saw coming' as the whole town became a river. People would start preparing as the water levels rose and torrential winds blew. Was so weird to experience time after time!
i wonder if there really is anything they could have done to prevent this. This is kind of what happens when people build this close to the sea and there is a large river on the other side of us as well. We're basically on a small island.
