It was flooded, couple months back we got about 7 inches of rain in a day and the Ohio River got up out of its banks. It's not a regular thing but it isn't particularly unusual either, most years it doesn't happen but this year it has happened twice. The picnic area is in a park along the river, which has a sort of dual purpose as a buffer between the river and downtown Louisville.

This happens because of global warming, and Mother Earth is like giving it back to humans what they do to nature.
