You are not allowed to leave the city you live and every harbor/road is getting constantly patrolled. A friend tried going for a 3-day camping trip to Paxous (island), get caught, paid 150E fine and returned to Ioannina (my city)!
I'll just wait until this whole situation is over and I hope it will be soon.
damn, your friend so unlucky, here if you want to get out of your district/city, you need to provide some proof from work but sometimes they only ask your work address, but still huge risk, not worth a try
The only reason you can leave your city here is to provide help to someone else. For example I left my city twice to visit my grandparents and deliver them some goods. You should always send a text to a government number first informing them about it though or you can just write down on a paper where and why you are going.
I obviously prefer writing these info than texting and I haven't faced any problem with the police till now!
