Nowadays and in any country, nobody doubts that milk consumption is vital for human beings, since it is the closest thing to the perfect food, according to the Venezuelan Chamber of Dairy Industries. Therefore, the proper management of its value chain is extremely important, and every Venezuelan dairy company, whether public or private, is essential as a link in guaranteeing the nation's food safety.

It is common knowledge that milk is one of the most nutritious foods, since it contains proteins of high biological value. Since prehistoric times, milk has been considered a food of primordial importance throughout the life of human beings. Milk, among other benefits, provides the ingredients for the body and intellectual development of the population and allows the immune response to the formation of antibodies against bacteria. Milk provides the calcium required by bones and is said to protect against arthritis and alleviate its symptoms.

Consequently, epidemiological research and controlled clinical studies have highlighted some of the mechanisms that link it to the prevention of osteoporosis, hypertension, obesity, certain forms of cancer and renal lithiasis. Milk and its derivatives make up a nutritional group of great effectiveness for the school-age population because in addition to contributing to better nutrition, it tends to eradicate the deficiencies that compromise physical and mental development, improving the metabolic profile in synergic action with the school process. These are necessary and sufficient reasons to ensure high production and high national consumption of dairy products so that the population is protected to achieve healthy growth and mental and physical development through the consumption of milk. Milk is the best primary food known to mankind.

However, one of the most serious problems in the agricultural sector and food security in the Andean countries, including Venezuela, is the insufficient production and supply of milk. Subregional production supplies only 74% of the apparent demand and the average per capita consumption of approximately 84 liters per year, which represents 70% of the level recommended by FAO for a good diet.

In view of the above, one of the most important objectives in the countries' agricultural development plans and in the subregional agricultural integration process is to increase milk production and improve milk supply. To achieve these objectives, it is necessary to implement a series of policy measures and execute various programs and projects to improve livestock production, industrial processing, marketing, consumption and food support. All this must correspond to an integral and coherent treatment of the dairy problem, taking into account its technical and economic characteristics and its relations with other productive activities with which it is linked.
