1. Not too technical , there are already ready made codes which you can copy-paste .
2. You can pass any proposal .
   • In order to make sure it gets registered in the blockchain , you can put a small code in the proposal like . Transferring 1 POB to '@amr008' and memo includes 'Community accepts UI change for 100 POB per month by paying to @amr008'
3. Depends on what the founder and taskmanager agrees . On sportstalksocial it is like you have to transfer 100k SPORTS to @sports-gov before you make a proposal . This is done to filter out non-sense proposals but you can remove this feature too or you can add like - 5 POB has to be sent to @pob-fund to make the proposal valid .
4. Any member can make the proposal , he need not even have any POB staked to make it .
