I think it is breaking into open door. When you UV someone and later wish you did not, removing the UV has financial consequences for you (losing curation rewards - voting mana if you wish). OTOH, removing a DV when the situation is sorted out is free (casting the DV was not - that carried a risk of being targeted) as there is no reward for maxing out DV mana income.
