Most muted accounts are going to be either (1) malicious accounts that deserve to be "destroyed" (in fact they keep their stake to sell it) or (2) legitimate non-POBers that downvote with Hive/other tokens and do not care for POB distribution (and even if they do, POB-muting does not destroy them).
