....being low on empathy myself (in many ways) I'd say that that isn't always the case.

Morals - as a social framework are constraints to action. Reactive.

Empathy is a dangerous bedfellow, and used to cloak aggression against others. (moral crusades for example).Proactive.
Empathy is part of being human, but is also a tool of manipulation by those with zero empathy (sociopaths, psychopaths, malignant narcissists).

You do not 'use' empathy, you either have it or you don't. A moral crusade would not even work on someone with no empathy.
