I am not an expert on the subject of Governance, but I think that a ship without a rudder and a captain would simply go downhill. It's what comes to mind with this word.
I dont think anywhere in the world, lottery can be regulated. There would be a set of rules which are issued by the issuer of lottery tickets and one needs to follow. There can not be any other mechanism of governance
