Malikussaleh University held a discussion to test the concept of the draft law on Aceh Government with the Center for Drafting the Law on the Expertise Body of the DPR RI which was held in the Rectorate Meeting Room, Bukit Indah Campus, Lhokseumawe, Tuesday (29/3/2022).

The activity brought together a number of teams to review Law Number 11 of 2006 concerning the Government of Aceh (UUPA), namely, Vice-Chancellor II of Malikussaleh University, Dr Mukhlis; Dean of the Faculty of Law, Prof. Jamaluddin; Dean of the Faculty of Economics, Dr Hendra Raza; Dean of the Faculty of Social and Political Sciences, Dr. M.Nazaruddin, and Lecturer of Law, Yusrizal MH.

Then Teuku Kemal Fasya M Hum reviewed the inventory list of problems in the Revision of the LoGA, Prof. A. Hadi Arifin on Aceh's Economic Transformation: Since the Reception of the Railway Autonomy Fund, Present and Future. Then, the Head of the Master of Law Program, Dr. Yusrizal studied the Amendment to Law Number 11 of 2006 concerning the Government of Aceh, and a number of lecturers from the Unimal environment.

Meanwhile, from the Center for Drafting Laws on the Expertise Body of the House of Representatives of the Republic of Indonesia (DPR RI), those who attended included Dr. Laili Fitriani, Mardisontori LLM, Titi Asmara MH, Achmadudin Rajab MH, Apriyani Dewi Azis SH, Sumitra Abdi Negara SH, and Debora Sanur Lindawaty MSi.

Deputy Chancellor II of Malikussaleh University, Dr Mukhlis said that the status of Aceh was currently unclear after the signing of the MoU in Helsinki 16 years ago, both the status of special regions and special regions. He gave an example, in Yogyakarta, there is a special fund, but not in Aceh, although Law 44 of 1999 states that the Aceh region is a special area, it turns out that there is no special fund except for the Special Allocation Fund (DAK).

"Hopefully in the future, this change to the UUPA can be better than the existing one. Aceh is not only a capital area but also a model area in the context of a national concept, but in the context of Aceh's implementation there is nothing,” said Mukhlis.

Meanwhile, Dr Laili Fitriani said that her party was conducting a study of the UUPA with Malikusssaleh University academics as a step to follow up on what had been previously agreed upon after a meeting with Syiah Kuala University, the Aceh Government, and the Aceh DPR. "This discussion is more about input from Unimal to discuss the revision of the Aceh Government Law," she said.[]

Badan Keahlian DPR-RI Uji Konsep Rancangan UUPA

Universitas Malikussaleh mengadakan diskusi dalam rangka uji konsep rancangan undang-undang tentang Pemerintahan Aceh dengan Pusat Perancangan Undang-Undang Badan Keahlian DPR RI yang digelar di Ruang Rapat Rektorat, Kampus Bukit Indah, Lhokseumawe, Selasa (29/3/2022).

Kegiatan tersebut menghadirkan sejumlah tim pengkaji Undang-Undang Nomor 11 Tahun 2006 tentan Pemerintahan Aceh (UUPA) yaitu, Wakil Rektor II Universitas Malikussaleh, Dr Mukhlis; Dekan Fakultas Hukum, Prof Jamaluddin; Dekan Fakultas Ekonomi, Dr Hendra Raza; Dekan Fakultas Ilmu Sosial dan Ilmu Politik, Dr M.Nazaruddin,serta Dosen Hukum, Yusrizal MH.

Kemudian Teuku Kemal Fasya M Hum yang mengkaji tentang daftar inventaris masalah dalam Revisi UUPA, Prof A. Hadi Arifin tentang Transformasi Perekonomian Aceh: Sejak Penerimaan Dana Otonomi KA, Kini dan Masa Depan. Kemudian, Ketua Program Magister Hukum, Dr. Yusrizal mengkaji tentang Perubahan Atas UU Nomor 11 Tahun 2006 Tentang Pemerintahan Aceh, dan sejumlah dosen dari lingkungan Unimal.

Sedangkan dari Pusat Perancangan Undang-Undang Badan Keahlian Dewan Perwakilan Rakyat Republik Indonesia (DPR RI) yang hadir di antaranya, Dr Laili Fitriani, Mardisontori LLM, Titi Asmara MH, Achmadudin Rajab MH, Apriyani Dewi Azis SH, Sumitra Abdi Negara SH, dan Debora Sanur Lindawaty MSi.

Wakil Rektor II Universitas Malikussaleh, Dr Mukhlis mengatakan, status Aceh saat ini belum jelas usai penandatangan MoU Helsinki 16 tahun lalu, baik status daerah istimewa maupun daerah khusus. Ia menyontohkan, di Yogja itu ada dana istimewa, tapi di Aceh tidak, meskipun UU 44 tahun 1999 mengatakan daerah Aceh adalah daerah istimewa, tapi ternyata dana istimewa tidak ada kecuali Dana Alokasi Khusus (DAK).

“Semoga ke depan perubahan UUPA ini bisa lebih baik dari yang ada. Aceh bukan hanya sebagai daerah modal tapi juga sebagai daerah model dalam konteks konsep untuk nasional, tapi dalam konteks implementasi Aceh tidak ada apa-apa,” ujar Mukhlis.

Sementara, Dr Laili Fitriani menyampaikan, pihaknya melakukan kajian UUPA bersama akademisi Universitas Malikusssaleh sebagai salah satu langkah untuk menindaklanjuti apa yang telah disepakati sebelumnya setelah ada pertemuan dengan pihak Universitas Syiah Kuala, Pemerintah Aceh, dan DPR Aceh. “Diskusi ini lebih kepada masukan-masukan dari pihak Unimal untuk membahas revisi UU Pemerintahan Aceh," tuturnya.[]
