Anyone can nominate any comment by mentioning topcomment
We do manually check if the comment meets our requirements for an upvote (and we have voting power).
Mentioning topcomment is not a 100% guarantee that we can or will upvote the comment.
But do mention is when you come across great comments.
I certainly will, when I come across a great comment.
