One thing with people that don't read often is that it's dreadfully difficult to find something to actually start reading. It feels overwhelming trying to figure out what might be interesting or what could be good. The brain reacts differently to picking up a random book compared to, say, just throwing on a random film or tv series. Then there's the money side, nobody wants to spend what might be like $8 on a book they might not even enjoy when they don't even know what to read in the first place. Especially if it happens again and again.
I often take big breaks from reading but it's not entirely intentional, sometimes life takes over and I don't have the time nor the energy to do it. And energy is often a big factor given reading genuinely requires some energy to actually be able to pay attention and take things in.
What you can do is just find some short stories to read. Penguin's a good publisher of very cheap short story books. Some of which are literally a page long. Others maybe 5 or more. It's a good way to pick something up, read a little something, and move on without it taking too much time and energy. And given those short story books are pocket sized and tend to be about specific genres, it's easier to find a genre you might actually enjoy.

Wow, thank you so much for the tips. You really love books and have a lot of experience with them. I imagine that sometimes life is so busy that even reading a book is complicated, so breaks happen. Thank you for this valuable comment, thank you very much indeed!
