I think it's the boss's fault, they think they're in charge. Many of my friends, in the conversations I have, say exactly the same thing, that they give tips, talk, give their opinion on things that could be improved, but their boss doesn't accept that either. It's complicated, because sometimes the employee (like me) just wants to help the company become a better place and even then, they're not listened to.
