This initiative is 'just' 9 months old, so that's why you might have missed it. Apart from upvoting and the weekly reports we don't do a lot of promotion.
Yes, it is time consuming, but we have automated a preselection of long comments. The manual checks and the upvoting does cost time, but we have a great team of curators.
