this is a great idea, one thing the steemit team is doing well is encouraging the community with their upvotes; your idea I think would be a good start to incentivize further growth.
Who would this team be? Would they be elected? How do they decide which posts they upvotes etc. These questions have to be tackled.
Yup and it would have to be organized and planned out...Voted on even....If we wanna be decentralized and all.
