Vadim Vilinbakhov has accumulated a lot of material on the history of UFOs over a couple of thousand years. He was the founder of the section for the study of UFOs in Leningrad.
In July 1981, by the decision of the Presidium of the Geographical Society, under the chairmanship of the President of the Civil Defense Academician A.F. Treshnikov, a special commission was created to study anomalous phenomena in the environment (chairman - candidate of historical sciences V.B. Vilinbakhov, deputy chairman - colonel of the reserve G .K.Kolchin, scientific secretary - engineer-lieutenant colonel of the reserve A.I. Mordvin-Shchodro).

"When it comes to ETC (extraterrestrial civilizations), I don't necessarily imagine it in terms of space, because I assume that the Cosmos is something much more complex in its structure than it seems to us so far. The meaning of the ETC, it seems to me, should only emphasize that we are talking about civilizations that do not exist on Earth in our dimension. It is quite possible to assume that the measurement structure is multi-layered and, therefore, at one point (in one area) there can be, for example, a number of civilizations, i.e. The earth, in particular, represents something like an onion in this respect. Do you understand my idea? This is the most difficult philosophical question, which, sooner or later, will also have to be on the agenda."

"The stumbling block of modern science is the invisible world. The world known to mankind since time immemorial, under different names. As a historian, you know this better than anyone else. It would seem that the entire development of science has prepared humanity for its acceptance - after all, many physical fields are also invisible. But human consciousness again clings to obsolete dogmas. And scientists are afraid to accept the new reality. Few people truly understood the position of the inexhaustibility of matter in depth. A reflection of this inexhaustibility is the paranormal component of the UFO. The opposite inflection is the denial of the physical component of the UFO and the reduction of the whole problem to a purely spiritual practice, to supersensory perceptions, visions, etc. UFOs are a borderline phenomenon. It is on the verge of two worlds, two planes of Existence. This is its feature."

I also think that our 3 dimensions are not the whole Universe. There are other dimensions and there are ways to instantly move from distant star systems (including material objects). As for more advanced civilizations. It is likely that their representatives can transfer their consciousness to artificial material objects and autonomously exist outside of our 3-dimensional world.
I agree with you that our 3 dimensions are not the whole universe. There are likely many other dimensions that we are not aware of, and it's possible that there are ways to travel between them. As for more advanced civilizations, it's possible that their representatives have developed technology that allows them to transfer their consciousness to artificial material objects. Like humans wants to do with the internet. This would allow them to exist outside of our 3-dimensional world and travel to different dimensions.
It's an exciting time to be alive, as we are slowly starting to learn more about the universe and our place in it. I'm sure that in the years to come, we will discover even more amazing things about the universe and its inhabitants.

Their idea behind UFO's is Fascinating... Can't believe it was talk back in 80s... I believe, there are many more dimensions and civilizations in it..not agreeing with that is like not believing in the vast universe... It is huge and expanding even more.. so, chances are high there are way more dimensions and intelligent beings.
