Delegations does matter here, on both parts, so the 1k is the sum of your non delegated stake plus what others have delegated to you.
That is how it works for the tipping bot, for our daily staking rewards it is different and here we count the stake that you own, so the sum of your non delegated stake plus your delegated stake.
