Grayhawk drops a truth hammer on the troops. Kickman is busy being all brooding and Bat-like. Less than two days until their battle with Supreme Leader and apparently step 1 is, dismiss all the troops..?
Obviously, they don't want any non-superheroes in harms way. And getting a half million citizens out of the blast zone is probably a fairly arduous undertaking. So, Kickboys... it's time to be the real heroes.
Oh, during the filming of this scene there was a mechanical issue with the rain machine. See the video:

That's all very dramatic. Clearing a city for a fight is going to be tricky, but people have to be protected.
