UUPA and the Lion-Rabbit Theory

Whether we admit it or not, the Law on the Government of Aceh [UUPA] that was born in 2006 is weak. Like a person dating, he is like never receiving love. If it is considered as a husband and wife relationship, he is an imperfect conception; can cause deformities, premature babies, stunting, and even miscarriage. Obviously the "Aceh Constitution" is not as powerful as we had hoped.

The most basic weakness of the UUPA is the problem of Aceh's weak position as owner and manager of its natural resources. Everything related to the land and natural contents of Aceh in the derivative of the MoU is always bound by the word "standards, procedures, and norms" which means that the implementation arrangements must still be approved by Jakarta.

Even more problematic, the strong article was "weakened" by the "people in" simply because they were not clever. The case of Article 150 of the UUPA which regulates the management of KEL which covers an area of 2.3 million hectares. If KEL is 100 percent under Aceh's control, that is the same. We have sovereignty over the land of nearly half of Aceh's mainland.

Governor Mustafa Abubakar and Irwandi Yusuf have strengthened the management of KEL through institutional arrangements by forming a non-structural government agency, namely BPKEL (Leuser Ecosystem Management Agency) which is already getting ready to "take off" but because of "hatred" by the "people in” finally the proud institution of Aceh was dissolved.

It doesn't just stop there; Initially, the central UPT began to weaken in the management of Aceh's forests and began to enter Aceh again. Just look at the central UPT BKSDA, what does it do in overcoming human-animal conflict? Obviously, it's not clear. They came all the way only selling the name of the Aceh forest and its contents.

Some time ago there was another politician in Senayan who gave a fiery speech asking the BBTNGL office to immediately move to Aceh. If we call it "Selling Country", this "friend" will be offended, but his actions really ignore the bloody struggle of Aceh.

That is only one case example out of hundreds of other articles in the UUPA. Not to mention that now there have been many more specific laws that will annul the UUPA, for example, the law on mineral and coal mining which is sure to lead to new conflicts in the field.

The existing laws and regulations do not support Aceh as the owner and manager of its natural resources. Therefore, to balance it going forward, Aceh needs a smart leader. The future of Aceh will be bleak if it is led by people with mediocre IQs.

That's the story; if the UUPA is strong, he will be like a husband and wife who can control whether they want a son or a daughter.

They would apply the lion-rabbit theory to having a boy. This means that the husband during the "Make a baby" process has to eat a lot of meat, while the wife can only eat carrots and other vegetables.

Vice versa, if they want a daughter then apply the lion-rabbit theory, which means that the husband who eats carrots and other vegetables and the wife has to eat a lot of meat.
