There's an element of sadness amidst hope. I can't imagine the bondage they must have been living prior to this. It usually takes one movement for people to realize that they are in fact free beings.

They were being taxed into poverty, forced to inject toxins into their flesh and the flesh of their babies, forbidden to do anything that was good for their health, and shackled to their jobs and tiny crowded homes.
