Busqué sobre el tema y vi que hay varios conceptos, algunos lo atribuían a un juego, otros a un cuerpo policial, otro a un grupo y otro a un rango. Pero creo que sería significante hablar del cuerpo policial, y el nombre de Scotland Yard, proviene de un cuerpo policial que quedaba en una calle con el mismo nombre. Cuando se fundó este cuerpo policial no llegaban a los 1000 uniformados policiales, hoy en día tienen más de 50.000 individuos en el cuerpo.
En este aspecto, no son como otras instituciones a nivel mundial, leía que solo existen dos categorías, la inicial, que es por donde empiezan todos y luego de un par de años de servicio se ascienden a otra categoría. En otras partes del mundo es lo mismo, todos comienzan igual y a medida que pase el año en la prestación del servicio se va creando el reconocimiento para los uniformados que lo requieren. Esto se hace todos los años, en la mayoría de países, aquí no.
Aquí en Venezuela un uniformado puede pasar más de cinco años sin obtener un reconocimiento, desconozco las causas, pero ya ha pasado en varias ocasiones, y no solo en los cuerpos oficiales, también en los oficiales que previamente fueron ascendidos en su momento y que ahora deben ascender y no se le permite, tampoco están teniendo en cuenta los oficiales que se retiran por edad o por cualquier tipo de enfermedad que amerite ser retirado.
Tengo entendido que en otros países al año o quizás también mensualmente se haga este tipo de actos dependiendo del año de entrada del oficial y cuantos sean, porque pienso que por un par de oficiales hacer un acto no valdría la pena, quizás reunir a unos 50 o 100 oficiales la cosa cambia y tendría más importancia y mérito que con uno solo o un par.

Here in Venezuela a uniformed officer can go more than five years without obtaining a recognition, I do not know the causes, but it has already happened on several occasions, and not only in the official corps, also in the officers who were previously promoted at the time and now must be promoted and are not allowed, they are not taking into account the officers who retire for age or for any type of illness that merits being retired.
I understand that in other countries this type of ceremony is held annually or perhaps monthly depending on the year of entry of the officer and how many they are, because I think that for a couple of officers to make an act would not be worth it, perhaps gathering about 50 or 100 officers the thing changes and would have more importance and merit than with only one or a couple.
