One large problem in the US and Japan (and I suspect other places too, tho I don't know other countries well in this area) is that ultimately electric power comes from coal, so electronic vehicles are still not clean energy and in many cases can be quite dirty. It's still a good step, mind you, but we really need to phase out more of the old coal plants in favor of cleaner alternatives.

Yes true. You can also say that manufacturing a Li Ion battery is also not a clean process. So there is definitely a dependency on fossil fuels.
