Did castles have storeys or floors? Never come across a multi-storey cart park? I’m going to say they’re floors.
Castles are the best things. I used to build them out of cardboard boxes as a kid complete with drawbridge and all that. We’d hide in them and wait for mum or dad to go by and pounce.

Some do but then it’s down to the parents and how much they encourage children to be creative.
