Yeah, Chinese people are amazing to do such things. Bangladesh doesn't have the capability to do huge artificial projects, but we have many rivers, so we have many artificial channels which are used to carry river water for agricultural irrigation throughout the whole country. And those were made with the participation of the villagers, and so the cost was very negligible.

I just learned that in Bangladesh, villagers work for free to build irrigation canals for agricultural purposes!
It was not absolutely free, they were paid slightly for foods as it was necessary the villagers also around 1980.
