It's the people that make the community that brings the activity that makes a blockchain active, and @hiveio has built a strong following of dedicated users - as you say onboarding does not need to be massive volumes, and it is far better to bring a few at a time and help them understand how Hive works instead of pulling in thousands and leaving them to their own devices. Their is a legacy of dormant accounts from the past that shows that does not work.
