By the early 1970s, public backlash against the FBI’s methods led to the termination of COINTELPRO, providing an opening for some Weathermen to disband or enter into a phase of surrender without fear of severe repercussions. However, the group's internal divisions—on racial and geographical lines—contributed to their decline, and by 1976, the Weathermen existed largely as a relic of their former selves.
