One of the most substantial hurdles the EU faces in moving towards a collaborative military initiative is establishing a coherent command structure. Currently, the EU’s command framework primarily supports peacekeeping missions and lacks the robustness needed for substantial military operations. Better coordination mechanisms must be constructed to oversee both national and European military efforts effectively.
The legalities of military deployments would also require reforms, potentially empowering the European Council to make critical decisions without necessitating a lengthy treaty change process. Article 42.7 of the EU Treaty underscores member states' obligations to assist one another in cases of armed aggression, hinting at a legal pathway to deploy military resources.
