Over the last decade, Hungary, under the leadership of Prime Minister Viktor Orbán, has gained notoriety within the European Union (EU) as a recurring source of tension. Orbán's governance has been marked by domestic policies that many EU member states characterize as illiberal and a foreign policy that is perceived as pro-Russia. This situation has placed Hungary at odds with much of the EU, especially in light of Russia's invasion of Ukraine, which has underscored the need for a unified European security architecture.
