Historically, the European Community struggled to establish clear parameters around this definition, ultimately concluding that it encompasses a complex mix of geographical, historical, and cultural elements. The good news for Canada is that it embodies many of these European characteristics, featuring a social democracy, a robust welfare state, and deep-rooted historical ties with France and the UK.
Geographical definitions of Europe are also relatively flexible. For example, Cyprus is closer to Asia, yet is considered part of Europe, while Turkey, primarily viewed as a Western Asian nation, is recognized as an official EU candidate.
