To appreciate the implications of Russia's actions in Libya, one must consider it within the broader global context. Russia’s approach is discernible through three concentric rings, extending out from its borders:
Near-Russian Affairs: This includes former Soviet states such as Ukraine, Belarus, and Kazakhstan. As the war in Ukraine winds down, Russia may pivot to focus on reconstruction, military strengthening, and resource gathering in this region.
Sphere of Influence Affairs: Russia's relationships with countries like China and Iran have been strained. Despite some cooperation, Russia is at risk of being overshadowed by its partners, particularly as Europe strengthens its military presence following the Ukraine conflict.
