The federal government fared significantly better than state governments in the post-war chaos due to its access to early warning systems and well-constructed shelters. Most state governments, unprepared and lacking the resources available to their federal counterparts, quickly crumbled amidst the chaos. The Massachusetts governor declared martial law just before the bombs fell and vanished soon after, while the mayor of Boston took refuge in a bunker that was eventually overrun by enraged citizens.
