While no one can predict with certainty how the next five years will unfold, the urgency for Europe is clear. A strategic emphasis on internal cohesion and sustainability in defense capabilities will be critical for any nation wishing to deter aggressive action from Russia. As Carl von Clausewitz famously suggested, “War is merely a continuation of politics by other means.” Thus, if Europe is to avoid becoming entangled in a future conflict, it must be armed but, foremost, it must be prepared to address the political undercurrents threatening its stability.
