By the early 1920s, Mussolini's inadequacies in government reflected Italy's wider political turmoil, allowing the fascist party to portray themselves as the solution. Their slogans echoed with public support as they intimidated political opposition and gained a strong following among various social groups, from rural workers to wealthy industrialists. This tension between old elite governance failing to meet popular demands created fertile ground for Mussolini’s fascist propaganda.
