The second section of the proposal outlines security guarantees for Ukraine. It includes provisions for robust guarantees, akin to NATO's Article 5, despite the absence of consensus among allies regarding Ukraine’s NATO membership. This presents a fundamental contradiction; without the military integration and political cohesion that accompany NATO membership, the effectiveness of such guarantees is highly questionable.
Additional points emphasize the lack of restrictions on the Ukrainian Defense Forces and the establishment of a group of guarantor states, primarily European countries. Yet, this still leaves unanswered questions about operational limitations on friendly forces within Ukraine, especially in light of potential Russian objections.
