Despite the enthusiasm, several obstacles threaten the realization of a CPTPP-EU agreement. The EU is historically cautious when it comes to signing free trade deals, as evidenced by its strict data protection laws that may conflict with the CPTPP's liberal approach to data flow. Moreover, domestic opposition may arise concerning rules of origin for preferential tariffs, which could endanger European manufacturing jobs.
Additionally, pursuing a deal with the CPTPP may provoke adverse reactions from the U.S. administration. A perceived alliance with the CPTPP could jeopardize the EU's chances of negotiating a comprehensive trade deal with the U.S., as it might be viewed as a counter to American interests.
