NATO’s control of the Baltic Sea, with its superior naval forces, would complicate Russian efforts to maintain a prolonged occupation. Even if Russia manages to establish a foothold, holding large swathes of territory long-term would require a sustained military effort and significant logistical resource, which may not be feasible without widespread mobilization within Russia.
