The European Parliament has been proactive, repeatedly advocating for structural reforms aimed at revitalizing EU competitiveness. It has introduced a series of reform packages—initially in 2023, then again in October—each time proposing significant changes to the EU’s governance and institutional structure. Despite strong parliamentary support, these initiatives have consistently run into dead ends, mainly because they require unanimous agreement among member states.
