This treaty faced widespread Persian opposition, especially from constitutionalists and tribal leaders. The Majlis, which had been inoperative since 1915, was outraged that they hadn’t been consulted. Discontent grew, with regional autonomous zones declaring independence, such as the short-lived Persian Socialist Republic in Gilan and the autonomous region of Iranian Azerbaijan.
